An Offshore Development Center is a dedicated team based in a lower-cost country that functions as an extension of the client's in-house engineering organisation, typically with its own workspace, tooling, and processes aligned to the client.
An Offshore Development Center (ODC) is a permanent offshore delivery hub, typically operating under the client's own brand, where the provider supplies infrastructure, HR, and administrative support while the client owns the process, IP, and product roadmap. It functions as a remote branch of the client's own technology organization rather than a vendor relationship.
ODCs carry the highest setup cost of the offshore models - legal entity work, infrastructure, and HR systems - but the lowest marginal per-seat cost once operational at scale. This makes an ODC best suited for companies planning long-term offshore control at meaningful headcount, not an entry point for a first offshore hire.
